bpo-32030: Add _PyMainInterpreterConfig.executable (#4876)

* Add new fields to _PyMainInterpreterConfig:

  * executable
  * prefix
  * base_prefix
  * exec_prefix
  * base_exec_prefix

* _PySys_EndInit() now sets sys attributes from
  _PyMainInterpreterConfig
