bpo-36635: Change pyport.h for Py_BUILD_CORE_MODULE define (GH-12853) Change PyAPI_FUNC(type), PyAPI_DATA(type) and PyMODINIT_FUNC macros of pyport.h when Py_BUILD_CORE_MODULE is defined. The Py_BUILD_CORE_MODULE define must be now be used to build a C extension as a dynamic library accessing Python internals: export the PyInit_xxx() function in DLL exports on Windows. Changes: * Py_BUILD_CORE_BUILTIN and Py_BUILD_CORE_MODULE now imply Py_BUILD_CORE directy in pyport.h. * ceval.c compilation now fails with an error if Py_BUILD_CORE is not defined, just to ensure that Python is build with the correct defines. * setup.py now compiles _pickle.c with Py_BUILD_CORE_MODULE define. * setup.py compiles _json.c with Py_BUILD_CORE_MODULE define, rather than Py_BUILD_CORE_BUILTIN define * PCbuild/pythoncore.vcxproj: Add Py_BUILD_CORE_BUILTIN define.

bpo-35081: Add _PyCoreConfig_AsDict() (GH-10362) _testcapimodule.c must not include pycore_pathconfig.h, since it's an internal header files. Changes: * Add _PyCoreConfig_AsDict() function to coreconfig.c. * Remove pycore_pathconfig.h include from _testcapimodule.h. * pycore_pathconfig.h now requires Py_BUILD_CORE to be defined. * _testcapimodule.c compilation now fails if it's built with Py_BUILD_CORE defined.

It is never imported, nor is it meant to be importable or reusable. However, it should be easier to read, modify, and patch than the previous code. This commit attempts to preserve every previously tested quirk, but these may be changed in the future to better align platforms.

bpo-38234: Remove _PyPathConfig.dll_path (GH-16307) The DLL path is not computed from any user configuration and cannot be configured by PyConfig. Instead, add a new _Py_dll_path global variable. Remove _PyConfig_SetPathConfig(): replaced with _PyPathConfig_Init(). Py_Initialize() now longer sets the "global path configuration", but only initialize _Py_dll_path.
