Andrew Tridgell cfcd17f0d1 Plane: fixed bug in RC_Channel::has_valid_input
needs to go false when no RCIN and THR_FAILSAFE=2. This prevents ICE
library from using RC input

    restrict airmode to manual throttle modes
    add qhover to manual throttle mix
    move air_mode from Plane to QuadPlane
    add Mode::is_vtol_man_throttle()
