Thomas Watson 9044632315 AP_HAL_SITL: eliminate internal legacy UART ordering/references 
Legacy command line arguments are kept to avoid breaking users.

The vestigial `_tcp_client_addr` variable is removed.

Serial port status messages are updated to a slightly different format
to clarify the numbering scheme being used and prompt any external
consumers to update.

Thomas Watson 3c82ac6043 AP_HAL_SITL: introduce get_HAL_mutable() to complement get_HAL() 
Returns a mutable reference to the same HAL for certain purposes where
the HAL needs to be mutated to avoid UB problems with casting away const
and to make the fact that mutation is happening obvious.

Peter Barker fb3a7d0d10 AP_HAL_SITL: do not return from reboot command 
This structure was set up to mimic the should_exit code originally from the Linux HAL.  It runs contrary to the intent of the HAL reboot call, which is not expected to return.  This oddity leads us to emit wo acks sequentially, one success, one failure, which is just weird.

Pierre Kancir 6584fef711 AP_HAL_SITL: catch more signal for correct exit 
SIGINT is for ctrl-c
SIGHUP and SIGQUIT are use within term. If the term close before SITL, it will trigger one of those and then exit cleanly anyway

this saves a lot of cpu while still giving protection
it reduces time to run a test replay from 8.1s to 4.1s

Andrew Tridgell b9291d95f0 HAL_SITL: pre-fill stack on each loop with NaN 
this allows us to catch use of uninitialised stack variables in SITL
without having valgrind running

Mathieu OTHACEHE 152edf7189 Global: remove mode line from headers 
Using a global .dir-locals.el file is a better alternative than
reincluding the same emacs header in every file of the project.
