DataFlash: use const char * rather than fixed array lengths in LogStructure
...
Previously tridge found that using const char * here meant that the
data segment (and thus RAM usage) would increase.
This doesn't seem to be a problem now.

...
The scheduler table entry for retrying defered messages doesn't allow
enough time for try_send_messages to run.
This change makes the time-remaining requirement the same as Plane.
