waf: cmake: reconfigure when configuration data change

Create a new configuration task a configuration in the CMakeConfig object
changes. That allows building targets for different configurations in one waf
build run.

Travis has fixed the bug affecting cache's names so we don't need custom compiler names anymore
Change and reorder jobs
Also add fast finish, so that when a job fails, the build fails immediately

this is the last of the delays that can cause the EKF to get unhappy
on arming in copter. The comment says it is waiting for RC input, but
I don't think that makes any sense any more.
