Andrew Tridgell 57c307a74e AP_BoardConfig: fixed default pwm count
for boards without the parameter we should use 16, meaning all channels
available

Andrew Tridgell a4d2d79ce7 AP_BoardConfig: removed create() method for objects
See discussion here:

  https://github.com/ArduPilot/ardupilot/issues/7331

we were getting some uninitialised variables. While it only showed up in
AP_SbusOut, it means we can't be sure it won't happen on other objects,
so safest to remove the approach

Andrew Tridgell 401a6f5373 AP_BoardConfig: fixed FMUv1 IO update
when doing an IO firmware update uartC is used to talk to the IO
bootloader. We need to close uartC to prevent corruption of the
bootloader protocol. The uart is automatically re-opened when it is
needed
