updating mission is handled by the vehicle code
slows down for turns
add active at destination
remove setting of loiter start time
removes unused calc_nav_steer

khancyr 809a9e5894 Rover: auto mode fails to enter if no mission
This prevent going into Auto without a mission and skipping the first mission waypoint because we aren't yet in Auto when in enter()
