Andrew Tridgell 25c7ee4d42 AP_HAL_SITL: added SIM_GPS_ALT_OFS 
this is used to give a bad GPS height in SITL, which is very useful for
testing origin vs home issues

Lucas De Marchi 5ea1784838 global: remove AP_HAL::in_timerprocess() 
This is not used and in the only places it would make sense would be
internally to the scheduler so remove it.
