GCS_MAVLink: remove FLASH_BOOTLOADER commandd if not compiled in
removes handling of MAV_CMD_FLASH_BOOTLOADER if AP_BOOTLOADER_FLASHING_ENABLED is disabled Side-effect of correcting the mavlink result code in that case.
