faulthandler: dump all threads by default

* Set the default value of all_threads arguments to True
* Py_FatalError() dumps all threads, instead of only the current thread
Dump only the current thread is not reliable. In some cases, Python is unable
to retrieve the state of the current thread and so is unable to dump the
traceback. faulthandler keeps a reference to the interpreter and so is always
able to dump the traceback of all threads.

* Write a new test to ensure that dump_tracebacks_later() still works if
it was already called and then cancelled before
* Don't use a variable to check the status of the thread, only rely on locks
* The thread only releases cancel_event if it was able to acquire it (if
the timer was interrupted)
* The main thread always hold this lock. It is only released when
faulthandler_thread() is interrupted until this thread exits, or at Python
exit.

Issue #11753 : faulthandler thread uses pthread_sigmask()

The thread must not receive any signal. If the thread receives a signal,
sem_timedwait() is interrupted and returns EINTR, but in this case,
PyThread_acquire_lock_timed() retries sem_timedwait() and the main thread is
not aware of the signal. The problem is that some tests expect that the main
thread receives the signal, not faulthandler handler, which should be
invisible.
On Linux, the signal looks to be received by the main thread, whereas on
FreeBSD, it can be any thread.

If the thread releases the join lock before the cancel lock, the thread may
sometimes still be alive at cancel_dump_tracebacks_later() exit. So the cancel
lock may be destroyed while the thread is still alive, whereas the thread will
try to release the cancel lock, which just crash.
Another minor fix: the thread doesn't release the cancel lock if it didn't
acquire it.

Fix formatting of values with embedded newlines when rfc2047 encoding
Before this patch if a value being encoded had an embedded newline,
the line following the newline would have no leading whitespace,
and the whitespace it did have was encoded into the word. Now
the existing whitespace gets turned into a blank, the way it does
in other header reformatting, and the _continuation_ws gets added
at the beginning of the encoded line.

I changed the wording from 'Performs a stat system call' to 'Performs
the equivalent of a stat system call', since on Windows there are no
stat/lstat system calls involved. I also extended Michal's breakout
of the attributes into a list to the other paragraphs, and rearranged
the order of the paragraphs in the 'stat' docs to make it flow
better and put it in what I think is a more logical/useful order.

editline rl_initialize apparently discards any mappings done before it
is called, which makes tab revert to file completion instead of inserting
a tab. So now on OSX we call rl_initialize first if we are using

In order to create symlinks on Windows, SeCreateSymbolicLinkPrivilege
is an account privilege that is required to be held by the user. Not only
must the privilege be enabled for the account, the activated privileges for
the currently running application must be adjusted to enable the requested
privilege.
Rather than exposing an additional function to be called prior to the user's
first os.symlink call, we handle the AdjustTokenPrivileges Windows API call
internally and only expose os.symlink when the privilege escalation was
successful.
Due to the change of only exposing os.symlink when it's available, we can
go back to the original test skipping methods of checking via `hasattr`.

Amaury noticed that this was originally written in a way that would fail on
names that can't be encoded with the mbcs codec. Restructured the function
to work with wide names first then narrow names second, to fall in line
with the way other functions are written in posixmodule.c.

Additionally, the st_ino attribute of stat structures was not being filled
in. This was left out of the fix to #10027 and was noticed due to
test_tarfile failing when applying the patch for this issue. An earlier
version of the fix to #10027 included st_ino, but that attribute got lost
in the shuffle of a few review/fix cycles. All tests pass.

is not set, the locale encoding is ISO-8859-1, whereas most programs (including

Revert r85435 (and r85440): decode command line arguments from utf-8
...
Python exits with a fatal error if the command line contains an undecodable
argument. PyUnicode_FromString() fails at the first undecodable byte because it
calls the error handler, but error handlers are not ready before Python
initialization.

Issue #9090 : When a socket with a timeout fails with EWOULDBLOCK or EAGAIN,

retry the select() loop instead of bailing out. This is because select()
can incorrectly report a socket as ready for reading (for example, if it
received some data with an invalid checksum).

#9808 . Implement os.getlogin for Windows, completed by Jon Anglin.

The test is semi-dumb, it just makes sure something comes back since we
don't have a solid source to validate the returned login. We can't be 100%
sure that the USERNAME env var will always match what os.getlogin() returns,
so we don't make any specific assertion there.
