Remove ``PyErr_SetFromErrnoWithUnicodeFilename()``,
``PyErr_SetFromWindowsErrWithUnicodeFilename()``, and
``PyErr_SetExcFromWindowsErrWithUnicodeFilename()``. They are not documented
and have been deprecated since Python 3.3.
