Gregory P. Smith d4dcb70287 Don't restrict ourselves to a "max" fd when closing fds before exec()
when we have a way to get an actual list of all open fds from the OS.

Fixes issue #21618: The subprocess module would ignore fds that were
inherited by the calling process and already higher than POSIX resource
limits would otherwise allow.  On systems with a functioning /proc/self/fd
or /dev/fd interface the max is now ignored and all fds are closed.

Andrew Kuchling 764662020b #15840: make docs consistent by saying operations on closed files raise ValueError.
Patch by Caelyn McAulay.

Neither Caelyn nor I could find any cases in 2.7 or 3.4/5 where an
operation on a closed stream raised IOError; generally the C
implementations have a macro to check for the stream being closed, and
these macros all raised ValueError.  If we find any, a new bug should
be opened.

Victor Stinner 3c1b379ebd Issue #20320: select.select() and select.kqueue.control() now round the timeout
aways from zero, instead of rounding towards zero.

It should make test_asyncio more reliable, especially test_timeout_rounding() test.

Larry Hastings b082731fbb Issue #20517: Functions in the os module that accept two filenames

This required adding new C API functions allowing OSError exceptions

Larry Hastings 2623c8c23c Issue #20530: Argument Clinic's signature format has been revised again.
The new syntax is highly human readable while still preventing false
positives.  The syntax also extends Python syntax to denote "self" and
positional-only parameters, allowing inspect.Signature objects to be
totally accurate for all supported builtins in Python 3.4.

Nick Coghlan a9b15241c6 Close #20404: blacklist non-text encodings in io.TextIOWrapper
- io.TextIOWrapper (and hence the open() builtin) now use the
  internal codec marking system added for issue #19619
- also tweaked the C code to only look up the encoding once,
  rather than multiple times
- the existing output type checks remain in place to deal with
  unmarked third party codecs.

Victor Stinner dd382ef8ec Issue #20354: Fix alignment issue in the tracemalloc module on 64-bit
platforms. Bug seen on 64-bit Linux when using "make profile-opt".

Only align the "frame_t" structure on 32-bit when Visual Studio is used. Before
the alignment to 32-bit was applied to the whole file any compiler supporting
"#pragma pack(4)" which includes GCC.

Larry Hastings 581ee3618c Issue #20326: Argument Clinic now uses a simple, unique signature to
annotate text signatures in docstrings, resulting in fewer false
positives.  "self" parameters are also explicitly marked, allowing
inspect.Signature() to authoritatively detect (and skip) said parameters.

Issue #20326: Argument Clinic now generates separate checksums for the
input and output sections of the block, allowing external tools to verify
that the input has not changed (and thus the output is not out-of-date).

Larry Hastings 2a727916c5 Issue #20226: Major improvements to Argument Clinic.
* You may now specify an expression as the default value for a
  parameter!  Example: "sys.maxsize - 1".  This support is
  intentionally quite limited; you may only use values that
  can be represented as static C values.
* Removed "doc_default", simplified support for "c_default"
  and "py_default".  (I'm not sure we still even need
  "py_default", but I'm leaving it in for now in case a
  use presents itself.)
* Parameter lines support a trailing '\\' as a line
  continuation character, allowing you to break up long lines.
* The argument parsing code generated when supporting optional
  groups now uses PyTuple_GET_SIZE instead of PyTuple_GetSize,
  leading to a 850% speedup in parsing.  (Just kidding, this
  is an unmeasurable difference.)
* A bugfix for the recent regression where the generated
  prototype from pydoc for builtins would be littered with
  unreadable "=<object ...>"" default values for parameters
  that had no default value.
* Converted some asserts into proper failure messages.
* Many doc improvements and fixes.

Now makes CPython build without warnings on OS X under Clang with
-Wno-unused-value -Wno-empty-body -Qunused-arguments
-Wno-deprecated-declarations.

R David Murray 0e814634e5 whatsnew for gc.get_stats, plus doc tweaks.
Clarified the "At the moment" wording, and added the get_stats entry in the
module summary that Serhiy noted was missing at the end of issue 16351.

Given that pydoc lists all the function docstrings, I'm not sure that module
summary section is actually needed; but, it is probably better to address that
when the module is converted to use Argument Clinic.  In the meantime we
should keep the list complete.
