Move the following private functions and structures to
pycore_modsupport.h internal C API:

Changes:
* Python/getargs.h now includes pycore_modsupport.h to export
functions.
* clinic.py now adds pycore_modsupport.h when one of these functions
is used.
* Add pycore_modsupport.h includes when a C extension uses one of
these functions.
* Define Py_BUILD_CORE_MODULE in C extensions which now include
directly or indirectly (via code generated by Argument Clinic)
pycore_modsupport.h:
* _csv
* _curses_panel
* _dbm
* _gdbm
* _multiprocessing.posixshmem
* _sqlite.row

* _testcapi: bad_get() no longer uses METH_FASTCALL calling
convention but METH_VARARGS. Replace _PyArg_UnpackStack() with
PyArg_ParseTuple().
* _testcapi: add PYTESTCAPI_NEED_INTERNAL_API macro which is defined
by _testcapi sub-modules which need the internal C API
(pycore_modsupport.h): exceptions.c, float.c, vectorcall.c,
watchers.c.
* Remove Include/cpython/modsupport.h header file.
Include/modsupport.h no longer includes the removed header file.
* Fix mypy clinic.py
Argument Clinic now only includes pycore_gc.h if PyGC_Head is needed,
and only includes pycore_runtime.h if _Py_ID() is needed.
* Add 'condition' optional argument to Clinic.add_include().
* deprecate_keyword_use() includes pycore_runtime.h when using
the _PyID() function.
* Fix rendering of includes: comments start at the column 35.
* Mark PC/clinic/_wmimodule.cpp.h and
"Objects/stringlib/clinic/*.h.h" header files as generated in
.gitattributes.
Effects:
* 42 header files generated by AC no longer include the internal C
API, instead of 4 header files before. For example,
Modules/clinic/_abc.c.h no longer includes the internal C API.
* Fix _testclinic_depr.c.h: it now always includes pycore_runtime.h
to get _Py_ID().
Deprecate passing the callback callable by keyword for the following
sqlite3.Connection APIs:
- set_authorizer(authorizer_callback)
- set_progress_handler(progress_handler, ...)
- set_trace_callback(trace_callback)
The affected parameters will become positional-only in Python 3.15.
Deprecate passing name, number of arguments, and the callable as keyword
arguments, for the following sqlite3.Connection APIs:
- create_function(name, nargs, callable, ...)
- create_aggregate(name, nargs, callable)
The affected parameters will become positional-only in Python 3.15.
It is now possible to deprecate passing keyword arguments for
keyword-or-positional parameters with Argument Clinic, using the new
'/ [from X.Y]' syntax.

builtins and extension module functions and methods that expect boolean values for parameters now accept any Python object rather than just a bool or int type. This is more consistent with how native Python code itself behaves.
Introduce the autocommit attribute to Connection and the autocommit
parameter to connect() for PEP 249-compliant transaction handling.

We only statically initialize for core code and builtin modules. Extension modules still create
the tuple at runtime. We'll solve that part of interpreter isolation separately.
This change includes generated code. The non-generated changes are in:
* Tools/clinic/clinic.py
* Python/getargs.c
* Include/cpython/modsupport.h
* Makefile.pre.in (re-generate global strings after running clinic)
* very minor tweaks to Modules/_codecsmodule.c and Python/Python-tokenize.c
All other changes are generated code (clinic, global strings).
This PR partially reverts gh-24421 (PR) and fixes the remaining concerns
given in gh-93044 (issue):
- keyword arguments are passed as positional arguments to factory()
- if an argument is not passed to sqlite3.connect(), its default value
is passed to factory()

* Constructors of subclasses of some buitin classes (e.g. tuple, list,
frozenset) no longer accept arbitrary keyword arguments.
* Subclass of set can now define a __new__() method with additional
keyword parameters without overriding also __init__().
- all callbacks are now named xxx_callback
- normalise callable naming in set_*() functions
- normalise context argument naming in callbacks
The sqlite code is being "touched" in bpo-42064 (and related issues);
this style change makes it easier to work with and review.
* MemoryError is now raised instead of sqlite3.Warning when
memory is not enough for encoding a statement to UTF-8
in Connection.__call__() and Cursor.execute().
* UnicodEncodeError is now raised instead of sqlite3.Warning when
the statement contains surrogate characters
in Connection.__call__() and Cursor.execute().
* TypeError is now raised instead of ValueError for non-string
script argument in Cursor.executescript().
* ValueError is now raised for script containing the null
character instead of truncating it in Cursor.executescript().
* Correctly handle exceptions raised when getting boolean value
of the result of the progress handler.
* Add many tests covering different corner cases.
