rfc9110 obsoletes the earlier rfc 7231. This document also includes some
status codes that were previously only used for WebDAV and assigns more
generic names to these status codes.

- add HOW-TO section for ``Enum``
- change main documentation to be an API reference
This commit also removes a couple of non-standard status codes. They were
added as part of edf669b13482, so there is no backwards compatibility issue.
